Pursuant to Clause 1, Article 6 of Decree 100/2019 / ND-CP
A fine ranging from VND 100,000 to VND 200,000 shall be imposed for the following acts:

- Honk in the time from 22:00 the previous day to 5 o'clock of the next day, use high beams in urban centers or densely populated areas
- Make a U-turn where no U-turn is allowed

- Vehicles have the priority to install and use improperly using priority signal transmitters or use priority signaling equipment without a license from a competent authority or with a license from the authority. Authorized authority but no longer valid to use according to regulations
- Avoid improper vehicles; use your high beam headlights when avoiding a vehicle from the opposite direction; do not give way to oncoming vehicles as prescribed at narrow roads, steep roads, or places with obstacles
